The EFL asked Uefa to move the date of the Liverpool-Atletico match, but European fixtures take priority and the appeal was turned down.
As a consequence, Everton’s game against Wolves is now set for Wednesday, 16 September, and Liverpool’s Carabao Cup tie with Spurs has been brought forward to Tuesday, 15 September.
This also means Wolves’ Championship fixture with Portsmouth will be played after the first international break, on 20 October, rather than in September.
The EFL apologised for the late notice but said it had “no option,” calling Uefa’s “unwillingness to co-operate” “frustrating”.
At one stage, Uefa’s expansion of its club tournaments appeared likely to end two-legged EFL Cup semi-finals.
That has not come to pass, but the effects are clear: because the Champions League and Europa League begin on different nights in September, an EFL Cup pre-draw is required to ensure clubs involved in Europe are not paired against each other.
Uefa said it “does its best to accommodate reasonable requests wherever possible”.
However, it added: “In this case, no issue was raised with Uefa during the scheduling process, and the potential clash only became clear after the fixtures were published.
“At that point, changes were not feasible, particularly given the large number of supporters who may already have booked international travel and accommodation.”
