England defender Jarell Quansah has received a two-game suspension for his red card against Mexico.
Quansah was dismissed in the 54th minute of the 3-2 victory after a high challenge on Jesús Gallardo.
The offence was deemed serious foul play, so Fifa’s disciplinary panel added an extra match to the automatic one-game ban.
The former Liverpool defender will miss Saturday’s quarter-final against Norway (22:00 BST) and, if England advance, the semi-final versus Argentina or Switzerland.
Quansah, 23, would be eligible to return if England reach the final in New Jersey on 19 July.
The Football Association considered an appeal, but the tournament rules do not permit one in this case.
However, BBC Sport understands the FA made strong representations to Fifa about the process behind the red card, arguing the referee saw a still image and slow-motion replays before viewing the incident at full speed on the pitchside monitor, which they believe may have led to “outcome bias”.
In the Premier League, referees are shown incidents at normal speed first, though England’s top division is unusual in that approach.
The suspension gives head coach Thomas Tuchel a selection headache at right-back.
Quansah deputised against Mexico with Reece James sidelined, while Djed Spence featured only as a substitute due to a minor fitness concern.
Tuchel has said he expects James to be available to face Norway after the hamstring injury he sustained in the second group game against Ghana.
Assistant coach Anthony Barry called the news “disappointing”.
“Disappointing, not with the decision, just that we’re losing a good player,” he said.
“He’s been excellent in training, and with injuries in that area it looked like an opportunity had opened up for Jarell.
“But the decision is made — we won’t dwell on it. We’re without a good player for two matches, but it’s another hurdle to clear.”
Winger Bukayo Saka described the ban as “incredibly frustrating for us, and for him”.
“It is what it is. We’re not here to complain — we’ll adapt and pick a team ready to beat Norway,” he added.
Fifa has appointed French referee Clément Turpin — who oversaw England’s 4-2 win over Croatia — to officiate the match against Norway.
