Harry Wilson extended the visitors’ lead with a spectacular strike, taking advantage of a mistake by Guglielmo Vicario to find the net from 25 yards out.
This marked the first occasion in Premier League history that Tottenham conceded two goals within the opening six minutes.
Samuel Chukwueze came close to increasing Fulham’s lead when he struck the woodwork with a curled shot.
Spurs relied on Micky van de Ven, who executed a brilliant sliding tackle to thwart Chukwueze, who was set to score after maneuvering past Vicario.
Despite Tottenham’s efforts to apply pressure as the first half drew to a close, they failed to register a single shot on target, going into the break without troubling goalkeeper Bernd Leno.

The hosts finally generated a genuine scoring opportunity when Pedro Porro delivered a cross into the box, but Randal Kolo Muani’s header went wide.
Mohammed Kudus managed to reduce the deficit for Tottenham, scoring his second goal for the club by driving the ball into the net after receiving a pass from Lucas Bergvall.
Tottenham nearly completed the comeback when Bergvall directed a header toward the back post, but Raul Jimenez cleared it off the line.
Kolo Muani squandered another chance to level the score for Thomas Frank’s side, flicking the ball wide with a backheel attempt.
This victory marked Fulham’s first win at Tottenham since 2013, and they now hold a six-point cushion above the relegation zone.
