Tottenham is currently in discussions with Manchester City regarding a potential double transfer for forwards Savinho and Omar Marmoush.
According to sources at BBC Sport, the negotiations are progressing, but a definitive agreement has yet to be finalized.
Spurs have had their eye on Brazilian winger Savinho since 2025, when the 22-year-old chose to stay at the Etihad Stadium.
However, after making only seven starts in the Premier League last season, he is now considering a move away from the club, having joined City for £30 million from French side Troyes in 2024.
Marmoush, who was signed for £59 million from Eintracht Frankfurt in 2025, fell out of favor with Pep Guardiola during the 2025-26 season, netting eight goals in 36 appearances across all competitions.
While Manchester City’s valuation for both players remains uncertain, they are likely to expect a significant profit on their investments.
Tottenham’s head coach, Roberto de Zerbi, has already revamped his midfield this summer by bringing in Mateus Fernandes from West Ham and Sandro Tonali from Newcastle for a total of £185 million.
Nonetheless, De Zerbi has highlighted the necessity of bolstering the attack following last season’s disappointing 17th-place finish in the Premier League, where Spurs managed only 48 goals in 38 matches.
They are also keeping an eye on Liverpool forward Cody Gakpo, although it remains unclear if they can finance deals for both him and the targeted Marmoush and Savinho.
Meanwhile, City has already offloaded several players this summer, including Rodri, midfielder Tijjani Reijnders, and backup goalkeeper James Trafford.
Tottenham will begin their Premier League campaign against Brentford on Saturday (17:30 BST), while Manchester City will host Bournemouth on Sunday (14:00 BST).
